Considered as the Cave Capital of the Philippines, Penablanca is a 1st class municipality located in southeast Cagayan Province. It is bounded on the
north by Amulung and Baggao, on the east by the Philippine Sea, on the south by Isabela Province, and on the west
by Tuguegaro City and the town of Iguig.
Being the largest town in the province, it has a total land area of 1,193 square kilometers and is politically subdivided into 24 barangays.
The town is situated 9 kilometers northeast of Tuguegarao City, the provincial capital.
